Information on voting methods for electorate members who will be abroad on the day of election

Datum:

The early election of representatives of the National Assembly of the Republic of Slovenia will take place on Sunday, 3 June 2018. If you will not be in Slovenia on the date of elections, we wish to inform you of the possible methods of voting.

1. Electorate member with permanent residence abroad who is on the special electoral register of citizens of the Republic of Slovenia
All Slovenians without permanent residence in the Republic of Slovenia who are on the special electoral register of citizens of the Republic of Slovenia may vote by post or at the polling station of diplomatic and consular missions of the Republic of Slovenia (DCM) if the state in which they reside or the international agreement with it allows for such voting. According to Article 82 of the National Assembly Election Act, the State Electoral Commission (SEC) will send you a ballot paper and security statement. Enclosed in the provided envelope, a filled out ballot paper and hand signed security statement are to be sent to the address of the district electoral commission or to the diplomatic and consular mission of the Republic of Slovenia in your country.

If you vote by post and send the voting materials to the Republic of Slovenia, the materials are to be submitted at the post office no later than 3 June 2018. IT IS IMPORTANT THAT YOU SUBMIT YOUR BALLOT PAPER AND SECURITY STATEMENT BEFORE 3 JUNE 2018 (THIS DATE IS TO BE SPECIFIED ON THE POSTMARK) DUE TO THE TIME IT MIGHT TAKE FOR THE MAIL TO ARRIVE, OTHERWISE YOUR BALLOT PAPER WILL BE INVALID.

Instead of voting by post you may also vote at the polling station of the diplomatic and consular mission by reporting to the DCM polling station between 9.00 AM and 5.00 PM local time. There, the voting procedure will be the same as at polling stations in the Republic of Slovenia (identification with personal ID, signature of the voter, submitting a ballot paper). IN THIS CASE, DO NOT SEND YOUR BALLOT PAPER AND SECURITY STATEMENT BY POST, as SEC will check whether you have voted twice.

2. Are you a Slovenian citizen but do not know whether you are on the special electoral register?
If you have answered the above question affirmingly, if you have never been sent voting materials from Slovenia, if you have changed your permanent residence abroad, or if you have recently turned 18, we recommend that you check with the diplomatic and consular mission before 3 May 2018 whether you are on the electoral register of the Republic of Slovenia for citizens without permanent residence in the Republic of Slovenia for early National Assembly elections in June. In case you are not, you must submit a request for registration in the electoral register as soon as possible, i.e. before 6 May 2018. That way, you will be registered in the electoral register before 18 May 2018 and will be able to vote. The request must contain: personal information, namely your first and last names, gender, date of birth, and information about your last permanent residence or one of the parents in the Republic of Slovenia; if this cannot be determined, provide a statement specifying the constituency and electoral district where the you will exercise your voting right, the zip code, and address of your permanent residence abroad. The request is to be equipped with proof of citizenship.

3. Do you have permanent residence abroad, are on the special electoral register of citizens of the Republic of Slovenia, and will be visiting Slovenia on 3 June 2018?
Slovenians who will be visiting Slovenia on 3 June 2018 can opt for voting at special polling stations at the headquarters of the district electoral commission (administrative units) “OMNIA”.

In this case, you are to apply no later than 30 May 2018 (The DCM where you are registered in the electoral register will be informed immediately that you will vote in Slovenia, and an annotation will be made in the electoral register that you have opted for this voting method). All Slovenians who choose to vote at OMNIA polling stations are to report to their selected OMNIA polling station on 3 June 2018. Detailed addresses of OMNIA polling stations will be published at www.dvk-rs.si along with instructive application forms.

Upon the publication of the call for elections, detailed information on voting abroad will be available at the website of the State Electoral Commission (www.dvk-rs.si). For further information, refer to the email address of the State Electoral Commission ([email protected]).
