New week, new bizarreness of the Social Democrats (Socialni demokrati – SD) MP Matjaž Nemec. In violation of the Rules of Procedure, he approached the Vice-President of the National Assembly, Jože Tanko, flailed his arms around and tried to preach about the basic Rules of Parliamentarism. “This is how you behave? You did not give me the floor. Who do you think you are? I will sort this mess out. You are not normal.” This is how Nemec confronted the Vice-president of the National Assembly and SDS deputy Jože Tanko as if they were in some pub. But the Rules of Procedure of the National Assembly are clear, and the SD deputy violated them.
Matjaž Nemec gathered new strength for parliamentary work while bathing during the weekend. On the first day back to work, he already violated the Rules of Procedure of the National Assembly for a procedural motion, which was not, in fact, that. That is why the chairman of the session, the Vice-President of the National Assembly and SDS deputy Jože Tanko, cut him off. After the pub-like fight with Tanko, he quickly informed the Slovenian public that the democracy in Slovenia had been hijacked once again. “No right to speak, to speak for justice. They have silenced the democracy, they have kidnapped the country,” read Nemec’s dramatic post, which came after he ignored a set of rules.
Article 282. of the Rules of Procedure for the National Assembly clearly states that during the session of the National Assembly or any of its working bodies, the Rules of Procedure are interpreted by the Speaker, which Nemec did not take into account. He also forgot to consider the fact that Tanko is one of the most experienced MPs among all the representatives of the legislative branch of the Government, so he knows the Rules of Procedure and its provisions very well.
The behaviour of SD’S MP Matjaž Nemec triggered a wave of outrage on Twitter, with many former and current MPs commenting on the matter.

The Social Democrats MP wanted to polemicize the words of the Foreign Minister Anže Logar regarding the incident on the Slovenian-Italian border and abuse the procedural motion for it, despite the fact that he did not have the right for it.
Jože Tanko: “What is your procedural motion?”
Matjaž Nemec: “Allow me, I have time to explain.”
Jože Tanko tries to interrupt him, but Nemec does not let him.
Matjaž Nemec: “I have three minutes to explain my thinking.”
Jože Tanko: “You may.”
Nemec starts talking about Minister Logar and the reports of the Italian agency Ansa and the reactions of certain Italian politicians to the response to the incident on the Slovenian-Italian border.
Jože Tanko: “What is your procedural motion?”
Matjaž Nemec: “This is my time.”
Jože Tanko: “I am giving you a warning. A warning.”
Matjaž Nemec: “You are abusing your position. I am telling you this for the last time. My procedural motion is…”
Jože Tanko: “You no longer have the floor…”
Matjaž Nemec: “Given that you have not reacted to what I was saying. This is a scandal.”
Jože Tanko: “It is not a scandal.”

Jože Tanko: “I can cut you off if you are not talking about violating the Rules of Procedure. The procedural motion is linked to a breach of the Rules of Procedure.”
Matjaž Nemec approaches Tanko and speaks to him while flailing his arms around.
Matjaž Nemec: “You are violating the Rules of Procedure.”
Jože Tanko: “You are violating the Rules of Procedure with the procedural motion.”
Matjaž Nemec: “You did not bother Anže Logar at all, but you are cutting me off now. Who do you think you are?”

Jože Tanko wants to explain the situation to Nemec, but Nemec does not give up and continues with his burlesque.
Matjaž Nemec: “I will sort this mess out. I am Nemec. (Tanko tries to cut him off, but Nemec continues with his show). This is how you behave? You did not give me the floor. Who do you think you are?”
Jože Tanko: “Can you remove yourself from this session?”
Matjaž Nemec continues with his furious behaviour.
Jože Tanko: “Please remove yourself. You are no longer participating in the discussion of this item on the agenda.”
Matjaž Nemec makes another remark and loudly objects to Tanko, but Tanko starts to ignore him.
Jože Tanko: “Mr. Golubovič has the floor next.”
Matjaž Nemec: “What is wrong with you, man?”
Jože Tanko: “You have the floor.”
Brane Golubovič: “I refrain.”
Jože Tanko: “Next up is Jerca Korče.”
Matjaž Nemec speaks up again in the National Assembly.
Matjaž Nemec: “With all due respect, what do you think you are doing?”
Jože Tanko: “Next up is Jerca Korče, who will ask the Minister of the Environment and Spatial Planning, Andrej Vizjak, a question. The deputy is not present at the session.”
